To enable anonymous access of certain configurations, just create the user group named "anonymous", and give this group view permissions of these configurations. All users (including anonymous) will automatically have permission contained in the anonymous group.

To enable user self-registering, just create the user group named "register". All non-anonymous users (including self-register users) will automatically have permission contained in the register group.
